Keville Enterprises, Inc., a growing Construction Management Consulting and Inspection firm, is seeking candidates for a full-time Project Manager / Project Engineer position for the U.S. Army Corps of Engineers (USACE) Savannah District.  The successful candidate must have experience as a Civil Project Manager / Project Engineer with large building and facility construction projects, with USACE and cyber security projects experience strongly preferred. The position will be located at Fort Gordon, GA (near Augusta).

 

DUTIES:

The duties and responsibilities of this position include the following:

  • Perform project management, quality assurance and contract administration for large, complex construction projects (Army Cyber Command projects).
  • Works under supervision of the Ft. Gordon Resident Engineer (RE), who assigns responsibilities and delegates authority to make determinations and decisions, e.g., construction progress and pay entitlement, QA and other contract compliance.
  • Administers on-site safety standards compliance. Resolves unsafe work conditions and practices. Administers the Accident Prevention Plan.
  • Performs constructability reviews of plans and specifications.
  • Prepares construction modification documents to include sketches and cost estimates. Evaluates impact of modification to schedule. Gathers and evaluates field data. Prepares modifications package for supervisor's review.
  • Evaluates proposals from contractor and makes recommendation to supervisor.
  • Negotiates contract changes within funding limitations.
  • Prepares progress reports. Reviews schedules, shop drawings, submittals and contractor quality control reports. Compare data to project documents for consistency. Initiates corrective action as required.
  • Evaluates contractor's progress reports for consistency with project progress, material quantities and storage, and man-hours. Prepares and coordinates contractor payment documents utilizing progress reports.
  • Reports and records significant job progress, critical issues and potential problems. Ensures corrective measures are applied in the field by elevating problems to appropriate level.
  • Independently inspects construction work and incoming materials and equipment to determine compliance with contract documents and schedule.
  • Maintain a testing plan and log, ensure that testing is performed in accordance with the contract, review all test reports and inform the RE of all deficiencies as well as a proposal for the recommended corrective action.
  • Perform Punch-out and Pre-final inspection, participate in Final inspections, submit lists of deficiencies to the RE for each inspection, and ensure correction of all deficiencies prior to final inspection.
  • Ensure that all required keys, O&M Manuals, warranty certificates, and as-built drawings are correct, complete and in accordance with the contract prior to being submitted to the owner.
  • Ensure that all applicable special inspections and observations required by the contract are performed.
  • Prepares and transfers contract revisions, material submittals, and as-built information. Reviews submittals and maintains submittal registry.
  • Conducts labor interviews with contractor personnel. Checks interview data against payrolls. Enforces compliance with applicable laws.
  • Performs all other duties as assigned.

 

QUALIFICATIONS:

  1. Bachelor's degree in Civil Engineering, or related technical field.
  2. Minimum of 10 years of Project Manager experience on construction projects of similar size (minimum $5M) and scope. Construction projects with components of cyber security highly preferred.
  3. Experienced with the USACE Three Phase Inspection process and understand RMS.
  4. Quality Assurance experience inspecting large industrial facilities.
  5. Sound understanding of engineering concepts, principles and practices applicable to civil, mechanical, electrical, and/or environmental engineering concerned with the design, layout, and supervision of construction operations.
  6. Ability to review technical engineering specifications and statements of work covering complex and diverse engineering designs or changes.
  7. Thorough knowledge of construction practices/methods as well as construction management.
  8. Ability to write and speak to report on progress and outcome of technical assignments and to present recommendations.
  9. Ability to monitor construction projects to a successful and timely completion.
  10. Knowledge of Primavera scheduling software and/or other construction scheduling software packages.
  11. Knowledge of safety and occupational health principles, practices, procedures, laws and regulations as they relate to engineering performance requirements.
