DESCRIPTION:

Keville Enterprises, Inc., an established Construction Management Consulting and Inspection firm, is seeking candidates for a full-time Senior Office Engineer position for the Reagan National Airport construction program.  The successful candidate must have at least 7 years of field construction/site work experience and a minimum of 5 years as an Office Engineer or performing office engineering duties. A Professional Engineer (PE) or Certified Construction Manager (CCM) with technical contract oversite on building/facility construction projects and airport terminal experience is preferred.

DUTIES: The duties and responsibilities of the Senior Office Engineer include the following:

  1. Responsible for administration of construction contract works, and assist the Construction Manager/Resident Engineer (CM/RE) with prompt exchange of correspondence, submittals, and RFI's to all contractors.
  2. Orient, assign, and supervise the construction inspection staff on a daily basis so that all contractor activities are adequately covered.
  3. Supervise and remain vigilant regarding all aspects of the construction activities. Respond with appropriate and necessary levels of construction supervision to provide quality assurance in accordance with contract documents.
  4. Coordinate the interface of the construction work with other contractors on the site. Orient inspectors to verify that contractor is following his approved site Health & Safety plan.
  5. Review the contractor's progress at all times. Monitor the material incorporated in the work, the materials stored at the site, and the contractor's manpower and equipment.
  6. Attend weekly, monthly, and other progress meetings, held at the site as required. Identify constraints and recommend corrective measures. Assist with weekly Construction Progress meetings, and take meeting minutes.
  7. Review inspector's daily reports and preparation of engineer's daily diary, and general oversight of inspector's daily activities including works assignments, on-site performance, and guidance on the supervision of the contractor's operations.
  8. Coordination with contractor's supervisory personnel regarding schedule, sequence, and method of work, as the owner's representative.
  9. Continuous inspections and consultation with the CM/RE including the preparation of technical written and oral reports on contractual and procedural matters.
  10. Record Punch-out and Pre-final inspection, participate in Final inspections, submit lists of deficiencies to the CM/RE for each inspection, and log correction of all deficiencies prior to final inspection.
  11. Ensure that all required keys, O&M Manuals, warranty certificates, and as-built drawings are correct, complete and in accordance with the contract prior to being submitted to the owner.
  12. Aide the CM/RE in all applicable special inspections and observations required by the contract are performed and help to coordinate all factory and on-site testing, testing lab personnel, and any other inspections and testing personnel required by the contract.
  13. Other duties as assigned.

QUALIFICATIONS:

    1. Bachelor's degree in Engineering, Construction Management, or related technical field with 5 years of applicable industry experience on construction projects of similar size and scope, with an emphasis on vertical construction projects. Airport terminal construction experience preferred.
    2. Professional Engineer (PE) License or Certified Construction Manager (CCM) preferred.
    3. Sound understanding of engineering concepts, principles and practices applicable to civil, mechanical, electrical, and/or environmental engineering concerned with the design, layout, and supervision of construction operations.
    4. Ability to review technical engineering specifications and statements of work covering complex and diverse engineering designs or changes.
    5. Knowledgeable of construction practices/methods as well as construction management.
    6. Ability to write and speak to report on progress and outcome of technical assignments and to present recommendations.
    7. Ability to monitor construction projects to a successful and timely completion.
    8. Knowledge of Primavera SureTrak scheduling software and/or other construction scheduling software packages as well as Microsoft suite.
    9. Knowledge of safety and occupational health principles, practices, procedures, laws and regulations as they relate to engineering performance requirements.
    10. Must possess and maintain a valid U.S. Driver's license
    11. Must have the ability to pass a fingerprint background check and obtain an Airports Authority badge.

PHYSICAL REQUIREMENTS

While performing the duties of this job, the Office Engineer is regularly required to stand; sit; walk; talk or hear; use hands to handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to climb or balance; stoop, kneel, crouch, or crawl.

While performing the duties of this job, the employee regularly works inside a building without heat or air conditioning or may work in outside weather conditions. The employee occasionally works in excavations and roadways and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. The noise level in the work environment can be moderate to loud.
