This assignment will require working in the Program Office located just north of Boston.  The successful candidate will be one of 12 Project Controls team members supporting the oversight and problem solving needs of our client.   The primary focus of this position will be to develop independent cost estimates for change order activities, and to review change order cost proposals submitted by construction contractors. • Provide coordination and liaison with construction field personnel, project management and project engineering personnel throughout the estimate development.
  • Reviews estimates for adequacy, uniformity and completeness.
  • Obtains vendor quotes, and other local pricing information.
  • Develops labor costs based upon crew sizes, local labor rates and production rates for activities that are impacted by maintenance of traffic, construction phasing, weather, proximity to an operating railway and other adjacent construction activities by recognizing that these factors may reduce production rates.
  • Reviews contract documents and contract modifications to determine scope of work and equitable cost allowance for scope changes.
  • Prepares material take-offs and reviews take-offs of others from planning documents or engineering drawings.
  • Prepares conceptual and comparative cost study estimates from preliminary sketches.
  • Prepares quantity takeoffs to support construction cost estimates for all disciplines.

  • Accumulates, evaluates and documents historical cost data for the development of future estimates.

Cost Estimator Qualifications: A minimum of ten years of general estimating experience directly related to both engineering and construction activities are required. Estimating experience in heavy civil construction and roadway work is required and experience in estimating track work, rail station, rail signal and power systems, and utilities construction is preferred. Bachelor's degree in Construction Management is preferred.  Alternatives in Engineering are also acceptable.  Experience using either Timberline or HCSS estimating software is preferred.   Proficiency in Microsoft Excel is required as well.

We are seeking an individual whose experience demonstrates a primary area of focus in Construction Cost Estimating. Candidates with some exposure to cost estimating duties, such as Project Managers, are unlikely to meet the expected level of expertise/proficiency to be considered for this estimating position.
